The loan cares about your degree. The tax credit cares about your specialty, your county, and where you live. They are different tests and they get confused constantly.
Who can use the physician loan?

No specialty restriction and no county restriction. An Atlanta interventional cardiologist and a Moultrie family physician are identical applicants, and the loan works in all 159 Georgia counties.

So an Atlanta dermatologist can use the loan and no credit. A Moultrie family physician who also lives in Colquitt County can use both. The credit's conditions and the county list.
★ The credit's five specialties
Both Georgia credits require licensure in family practice, obstetrics and gynecology, pediatrics, internal medicine, or general surgery. Credit 154 adds dentistry.
★ Note that Georgia includes general surgery without qualification. North Carolina includes it only within critical access hospitals; Pennsylvania's six specialties and Ohio's eight exclude surgery entirely. For a general surgeon, Georgia is the most open of the four on specialty — and the smallest on amount.
Everything outside those five is excluded: cardiology, dermatology, radiology, anaesthesiology, emergency medicine, orthopaedics and the rest.
Residents and fellows
Eligible designations for the loan. The features that carry a trainee file are the student-debt treatment and the 150-day pre-start window rather than the income.
On the credit side, DOR's published conditions require a licensed professional practising and residing in a rural county, and no trainee route is published. We will not invent one; confirm with DOR. (Ohio's statute does have a final-year route, which is a genuine difference between the two states.)
Dentists
DDS and DMD are eligible for the loan on the same footing as physicians. And since 15 May 2024, Credit 154 covers "a dentist or physician", where the older Credit 207 was physicians only.
So a Georgia dentist in an eligible county gained access to a $5,000 annual credit that did not previously exist for them. Buying as a Georgia dentist.
The employment contract
If you are closing before your start date, the contract carries the weight: a start date no more than 150 days after the note date, and compensation covering at least a 12-month period. Contingencies may cover only your receipt of your medical licence, or normal administrative requirements such as background checks, drug testing and fingerprinting.
